Fixes #4955

Changes

  • MUST attach trace_id and span_id if it is valid (instead of SHOULD without respect to validity).
  • editorial: Now doesn't refer to "exemplars attached to prometheus histogram buckets", since some protocols (PRW, OM 2.0) don't attach exemplars to the buckets directly.
  • editorial: Update the type-specific specs to reference exemplar translation.
